Two reasons I think - the money generated for the countries in South American Football Confederation but, in particular, for Brazil. President Bolsonaro is a considerable Covid sceptic - despite having over 60,000 reported cases daily for weeks, and a total of over 460,000 deaths. There are people calling for Bolsonaro to be impeached because of his handling of the pandemic; I guess he believes that having the Copa America in Brazil , being a football loving nation, will help stem the tide of public opinion against him. It seems difficult to believe the players can live in a Covid free bubble - I would not be surprised o see some countries or footballers deciding not to go..
