You can't even say its because we're going 3-4-1-2 because we still are 2 players short for it, possibly 3. Therefore we must have someone else lined up. 1

He went for ~£30m a year ago, realistically the loan fee isn’t £10m so Wolves likely have a try before you buy on a high-ceiling young footballer that Barca are just about breaking even on. If it doesn’t work, they don’t pay the £25m. All of the numbers are insane, but that’s modern football. A highly rated young winger at top European club won’t leave for £30m very often, it’s only possible because of their money issues. Even the likes of Saka would go for double that from Arsenal. Burnley value McNeil at £50-70m.
