Sure, you can cherry pick a few sides in lesser leagues who aren’t really our competition for players anyway. But not being a CL side we aren’t a more attractive proposition for players that any of the clubs that matter where recruitment is concerned.

Eight will bomb out of Europe and eight will join the EL. Joining a PL side means bigger salaries than many of those 32 can afford. 2
