The point of a cop shooting someone is not specifically to do with them being 'armed' or not ( although its pretty clear in this situation that the mans hands can be considered the offensive weapon) but its more about the person being an imminent threat to someones life. In my opinion , eating someones face could be considered an imminent threat to their life. It was a hostage situation too.... he didnt seem in any hurry to release the hostage...
