It appears you don't even need to be a city now.

Peterborough is a city. Has a beautiful 12th Century cathedral. The rest of it's a dump mind.

Luton isn't though is it? Nor kings Lynn, Middlesbrough or most of that list actually. Peterborough is about the only city on there

King's Lynn does have a lovely historic part with Britain's only surviving haseatic league building.
