He's been offered150k a year which is probably generous based on his footballing ability.

..... He wants $3m a year lol

Obviously a lot for someone of his ability, but not for his status. Seems like a bad move on the footballing side, but in terms of publicity? Would him being there full-time bring $3m of merchandise sales, TV money etc? I'm not sure, I think people would get over it quite quickly.

I know people buy tat these days but surely there isn't a market out there for $3million worth of Usian Bolt football merchandise?

More than merchandise.

Ticket sales, sponsorships, friendly game opportunities, corporate events etc.

Bolt would comfortably make Mariners more than 3m. The man is an icon, a sporting phenomenon. One of the most recognisable sportsmen ever and arguably the greatest athlete of all time.

Then why aren't they prepared to pay it?

I really don't see them filling up a stadium because he's playing anymore than people would pay to watch Lionel Messi play cricket.

Because an injury or a change of heart and it's all gone.
