I'm not certain that's why the bottom tier is empty at the sides but given they've got something like a fifty year waiting list for season tickets and there's never a shortage of tourists who'll buy tickets especially for a CL knockout against Messi, Mbappe and Neymar. So I imagine it's an imposed capacity reduction of some kind whether its construction or covid related.
