It’s context specific, and there’s enough there to be happy with the awarding of the penalty and no yellow. If he makes any other offence you can be certain it will be a red.

We've all seen cards given for less. If killing the game mattered then why even have a red card option?

It doesn't matter if it kills the game, that's absolutely irrelevant. I 100% guarantee you if wasn't on a yellow, he'd have been booked. Ref bottled it. It isn't the refs job to make a game entertaining, it's his jib to enforce the laws of the game, which he hasn't. He should've been off and it would have been Edersons fault for ruining the game through his time-wasting, which the initial yellow was shown for.
