Referees are confused too.  The problem with changing the law every single year is that the refs have to unlearn what they used to know and learn some new rules.  You can't do that again and again and again and expect to be consistent.

bit I think arkle is wrong - his hand is away from his body and it also stops the ball going into the net

It's a penalty because it was going in, inadvertent or not.

 

If you're giving Berge's handball for Burnley you have to give that.
