Surely it’s intentionally wrong, otherwise someone would have picked up at least one of those mistakes.

IIII is quite common on clocks for instead of IV you've got to think the XIII is deliberate could be a literary reference to 1984, the big hand and little hand are a similar length but distinct in design. I'm assuming the more ornate hand is the hour hand and the clocks are about to strike 13. Maybe it's a sign of his facist tendencies: "Adolf Hitler is quoted as saying, "I make it a principle not to stop until the clock strikes thirteen"."

 

Either that or he saw the design and liked it and didn't look too deeply into the symbols and meanings.

I just read your post and thought iiii is definitely not common. Then looked at my clock and it’s right there in front of me.
