There was always the story that it came from Louis XIV of France. Where his clockmaker made a mistake of doing IIII instead of IV and the king really liked the clock and no one would dare tell him the clock was wrong. So other clockmakers copied it so they didn’t have to tell the king his clock was wrong.

 

Probably one of those old wives tale like Henry VIII writing Greensleeves for Ann Bolynne though.
