Can't access general chat

I'm unable to post or start new topic under General chat, can't get anyone to reply to my emails so I'm hoping someone can help, get this when I click+ and drop down on menu, notice how only General chat is unavailable.

Just so any "wise" people know I'm not banned so please don't waste my time with boring comments.

You don't get warning points, that's there but not used, they just ban you.

If you've posted previously using a different account (I noticed you only joined last month) then your IP will give away that you're the same person and if you were banned then, you'll be banned now.

What? Where does it say not banned from general chat, am I missing something ? The restrictions are around posting caps I believe if you are banned from general chat nothing will appear there saying "banned from general chat" and I don't think the mods even use the warning point system anymore.
