Health Secretary Matt Hancock has said he will decide on Thursday whether Leicester will be allowed out of lockdown but has warned that the number of positive coronavirus tests in the city was still ‘well above’ the rest of the county.

The city is waiting to hear this week if it will be released from tighter restrictions or if they will continue for at least a further fortnight.

Mr Hancock has been speaking in Parliament in the past few minutes giving a coronavirus update.

He said there was ‘a process’ for bringing the city out of lockdown, answering questions from Leicester South MP and shadow health secretary Jon Ashworth.

Mr Ashworth said the people of the city, which has now been in lockdown for 17 weeks, need greater clarity about what will happen next.


Mr Hancock said: “There is a process for whether changes can be made in Leicester.

“We will look at 14 days of data - it is today 14 days since the measures were introduced - and we will look at that on Thursday and make a public announcement as soon as is reasonably possible.

"Thankfully the numbers have been coming down in Leicester, we have put in that extra testing, but the number of positive cases in Leicester is still well above the rest of the country.”


He did say the city, with 14 testing stations, now had the highest rate of testing anywhere in the country.

The figures keep getting mentioned and the more they are, the less sense they make.

 

It's very easy to manipulate statistics to set the agenda.  This 126 per 100 000.  An outlier?  Seriously?  Around the country the next highest figures are around 50 per 100 000.  I'd call into question whether this is actually an outlier or just a simple miscalculation.  

 

Of course we'll never know.  As far as I'm aware we are not privy to sample sizes or how these figures per 100 000 are reached.  If we are, someone make it clear where this information can be obtained.

 

Back to this 100 000 figure for a moment and Oadby and Wigston.  Assuming all 8000 tests are carried out, in order to be at a level of 126 per 100 000, there would need to be 10 positive tests in 8000.  Assuming they scale it up to 100 000 for comparison purposes.

 

That's a factor of 12.5.  Again, statistically speaking, how accurate can this possibly be?  

 

In terms of going purely by figures, I don't see an end to this at all.

New confirmed coronavirus cases in your area today

Just 36 positive coronavirus tests have been added to Leicester and Leicestershire’s toll since yesterday, according to daily Department for Health and Social Care figures.

Recent days have seen the tally increase by up to more than 70 on some days.

Some 31 people have been diagnosed with coronavirus in the city. In the county there were just five positive results returned.


Residents in Oadby and Wigston - an area of ‘concern’ - were yesterday sent text messages urging them to have a test whether they had symptoms or not. Just three positive cases were detected in people living in the area in the 24 hours before 4pm today.

Elsewhere, Charnwood’s total was up by one case, as was Harborough's.

Blaby, Hinckley and Bosworth, Melton and North West Leicestershire all recorded no new cases.

Today, Health Secretary Matt Hancock said that two weeks worth of data will be reviewed on Thursday, ahead of a decision being made as to whether the local lockdown needs to remain in place.


Mr Hancock said that more people were being tested in Leicester than anywhere else in the country, largely thanks to it having 14 testing sites - four permanent centres and ten mobile units.

He told MPs: "I won't pre-judge the decision that we'll take on Thursday and we'll take into account all of the data.

"We won't set out specific thresholds, we'll look at all of the data."

Mr Hancock said both the "level and rate of change" will be looked at with the local authorities.

Leicester - 4,35524 total cases. Rate per 100,000 population: 1,226
Blaby - 493 total cases. Rate per 100,000 population: 490
Charnwood - 795 total cases. Rate per 100,000 population: 435
Harborough - 377 total cases. Rate per 100,000 population: 407
Hinckley and Bosworth - 536 total cases. Rate per 100,000 population: 476
Melton - 158 total cases. Rate per 100,000 population: 309
North West Leicestershire - 318 total cases. Rate per 100,000 population: 311
Oadby and Wigston - 429 total cases. Rate per 100,000 population: 751

Leicester mayor Sir Peter Soulsby says the city council’s latest analysis of where most people are testing positive for coronavirus does not justify keeping the full lockdown in place.

Council public health officials have been studying the results of testing carried out in the two weeks up to July 4.

They say the figures indicate that only one in 10 of the city's 'lower super output areas' - divisions of 1,000 to 1,500 people defined by the Office for National Statistics - have had an issue with increased transmission of the virus during that period.

Sir Peter, who plans to release his full analysis tomorrow, says it will show not only that there is not a case to continue the Leicester lockdown in its current form, but that tighter restrictions were not justified in the first place.

Health Secretary Matt Hancock is due to decide on Thursday whether to lift the UK’s first localised lockdown or to extend it by at least two weeks.


The city mayor said: “What we can show is that of the city’s lower super output areas, only 10 per cent of them show excess positivity rates.

“If we had had this level data six weeks ago we could have taken very specific steps in the right places to drive the virus down with targeted action rather than spreading our efforts over 100 per cent of the city.”

The locations of those 10 areas have not yet been released.

However, Sir Peter said the council was preparing lower super output area maps which would show specific areas where there had been an issue with transmission of Covid-19.

He said: “What we will show is that you cannot really justify the continued lockdown of the city in its entirety and beyond that, areas further out like Birstall.”

Sir Peter has been involved in a war of words with the Government over Leicester City Council getting access to key data he says was needed to tackle the virus ‘street by street and neighbourhood by neighbourhood’, but he said the situation had improved.

The council is now getting regular information, including the postcodes of people who test positive as well as latterly the number of negative tests in the city.

However, the mayor said that that information was needed daily.


The Government’s deputy chief medical officer Jonathan Van Tam said yesterday: “Leicester is still quite an outlier in terms of the rates of coronavirus infection compared with any other place in the country unfortunately, and any other place in the East Midlands.”

Testing for the virus has been massively stepped up in the city over the last fortnight and Dr Van Tam quoted a Public Health England report from Friday which said the seven-day rate of infection in Leicester was 126 per 100,000 people.

He compared that to Leicestershire, where the rate was 17.17 cases per 100,000 people, and Derby and Nottingham which had respective rates of 9.3 and 5.4.

Dr Van Tam said coming out of lockdown could not be rushed, and added that the quickest way of getting the restrictions lifted was for people to stick to the public health guidance which included maintaining two-metre social distancing, regular hand-washing and wearing face coverings.

Dr Van Tam also said the local lockdown was justified.

I can't think of anyone I'd trust less to do a full analysis of a set of numbers than Peter Soulsby. The sharp analytical mind that thought placing concrete blocks 10 ft apart on New Walk would deter cyclists, who pedal a vehicle approximately 1 foot wide.

He's claims that better stats would enable him to target prevention efforts better, but has he actually made any efforts to prevent the virus spreading? He seems to be devoting all his energy to setting up pop up cycle lanes, completing the worlds slowest window repair job at his girlfriend's house and doing an endless barage of public interviews claiming we don't have a problem in Leicester, lockdown's all politically motivated, and spreading the message that we shouldn't follow any of the rules, because **** it, the stats are rubbish and the rules are too confusing anyway, so why not just do whatever you feel like hey?

You don't get any where in life by being clever because no one can understand you, you get somewhere by coming out with dumb shit that other dumb shits can understand.
