Nature of the draw. 

It's a host venue but doesn't mean a team is always 'at home'. 

 

Happened with Netherlands yesterday and Germany the other day vs Portugal I think.

Whilst reading the 70 page UEFA guidelines on this tournament recently, I stumbled on this point. 
Apparenly it’s all agreed in advance which team will be designated home or away for ‘administrative purposes’

Whatever the fvck that means!
