Might sound harsh but Rice is just not that good. Ive noticed he hides a lot in these games. He doesn't contribute forward passes. Just watch him, when Maguire and Stones have the ball Rice hides behind the Czech players.

I saw some analysis of him recently and his ball progression, and it's terrible. He very rarely moves it forward, even when it's on. I plays it sideways and backwards.
