Famously Claudio didn’t change much. It’s in dire straights now. So much more work is needed now on the squad than it was then. It’s a much much harder job to come into.

If our preferred candidate is currently out of contract, of course we should get him in as soon as possible. All I'm saying is that IF our top candidate is currently with a club and we can't afford to pay the compensation until July, I'd prefer we do that than appoint somebody inferior simply because they're available now and for free. 4

Smith hired after 18 days (haven’t checked so relying on your calculations) after the event re Brendan sacking. Enzo hired 18 days after the event being relegation. This time, the “event” was many weeks before - we were relegated ages ago, we are well past that timescale.

The 18 days was the decision to hire Enzo and not hire smith permanently, after relegation. Both instances refer to the wait of around 18 days after relegation to make a decision.
