But he didn't take out his standing foot. Costa clearly moved his leg to stand on Vlaar's foot. Vlaar didn't make contact with Costa, Costa made contact with Vlaar.

Well no he really didn't as there was sideways pressure applied to Costa's leg hence why he was able to make the whole thing look convincing. Not possible if he just stands on the defenders foot. It shouldn't be allowed, but there's actually nothing in the rules about purposelessly leaving your foot in a unnatural position to be swiped from underneath you.

He clearly puts his foot down on the defenders leg after moving his own leg into an unnatural position. If he wasn't trying to buy a penalty there's no way he'd stick his leg out that far.

I never said it was stationary. Vlaar's has actually gone passed Costa when he made his challenge and then Costa performed his dying swan act.
