No one even knew the colour of the killer or suspected anything. It's a bit different to a bloke running people over shouting "Allah Akbar" - that gives a slight clue to the press.

The guy had a fundamental legal right to buy and accumulate a stockpile of assault rifles, purchase enough ammunition to reload 15 times and maim 400 people, carry it openly in public and in casinos, and set up his weapons at a crowd of 30,000 people below from his hotel window. His didn't break any laws. Until he pulled the trigger.
