How is it interfering? Honestly, I'm not being sarcastic, explain how he interferes. Being close to the ball doesn't mean he's interfered with actual play. 

 

He doesn't touch it or change the path of the ball in any way. 

 

So then you have to ask is his blocking the keeper's view or does he distract any defenders by being there? He's so far away from both that no he doesn't.
