A quarter of a billion was spent with Lampard in charge before last season. The problem was the coach, not the team.

Lukaku addresses Chelsea's main shortcoming last year, Grealish doesn't really give Man City something they were lacking, but Man City started from a stronger position anyway and it's not like the signing's weakened them. Still, definitely ground gained by Chelsea there imo.
