It's just going the way society is nowadays, where people have less and less attention span and want sport to be more of a social media consumable thing in smaller chunks. And stopping the clock when the ball goes out of play won't increase time wasting, it'll kill it. Because you can't waste time in that format. You may be able to break up any rhythm by constantly putting it out of play, and extend the overall time taken, which I can't see the TV companies getting behind as they like the length of things to be a known quantity.
