I think our saving grace might be if City get some kind of transfer ban. If so, realistically United, Arsenal and Chelsea have too many options for him to be convinced. The only other worry would be Newcastle, but it's certainly no guarantee that they'll be playing Champions League football next year (which is where I'd imagine Maddison wants to step up towards). If Liverpool have the funds, he could form quite a big part of their rebuild too. Even with a year left on his contract we can still play hardball and I reckon we could command a fee between 50-60 million. If so, buying Tete and a couple of creative midfielders could really change our dynamism in attack and reduce our reliance on one player to create (Maddison).
