Maybe the thinking is to sign a more experienced core first with Winks, Coady and Steffen and then go for the younger/unknown players afterwords to fill up the squad.

Spoke to a Parma fan on my recent trip to Northern Italy about Maresca and Bernabé etc and he stated Milan have scouted him for months.
