Chelsea in talks to settle secret payments case without points deduction

Club negotiating with Premier League over proposed financial settlement after new owners discovered irregularities during 2022 takeover process

Chelsea are in negotiations with the Premier League to agree a financial settlement for secret payments related to transfers made during Roman Abramovich’s ownership.

The club are understood to be in talks over a financial settlement rather than a sporting sanction such as a points deduction, on the basis that the new owners discovered the payments during the May 2022 takeover process and reported them to the Premier League and Uefa.

The outcome of the negotiations is expected before the end of March, with the club confident there can be an agreement similar to the £8.6million financial settlement made with Uefa in July 2023.

Don’t know if anyone else saw it, but own Hargreaves speaks very passionately about PSR and how it’s forcing clubs to sell academy graduates to look better in figures etc…

He hits the nail on the head.

i know academies and selling players is and has always been a way of keeping club sustainable, however what happened in the summer with KDH and other clubs the same is just stupid.

Imagine you were a newcastle fan with the wealthiest owners in the world and you are now watching Anderson at forest and minteh at Brighton strut their stuff so you didn’t have to sell Bruno or Isak.  It’s shite.

of corse if we manage to somehow stay up and alves developed then we’d likely have to sell him in a couple, of years.

It’s gross that the system is designed to make ditching your own more valuable than anyone else.  There’s a generation of players just being used as pawns and not able to focus on development right now

As far as I'm aware, there's no rule that forces clubs to amortise transfer costs over a multi-year period.

This is after Everton and the PL have agreed to end proceeding in the second 22/23 charge against them today.

This is a genuine passage from the April report on the Everton case:

In this case, we have read and considered with care the parties’ submissions in this respect, set out above at paragraph 159 above and not repeated here. In our view, many if not most of the criticisms levelled against the Club in this respect by the PL are unwarranted, overstated, or both. In our view, the Club has indeed cooperated with the PL in the presentation of these proceedings according to the Standard Directions (to which the Club consented from the outset) albeit in a manner that protected (quite properly) the interests of the Club.

….

Same goes for us.

Didn’t luton get hit with a 30 point deduction when their new owners went to the league after they discovered irregularities from the previous owners. I know it’s different leagues/bodies but it highlights how ridiculous the situation is that there’s different rules and penalties depending on what league you’re in.

I keep seeing people saying the efl are going to hammer us next season if we go down but on what grounds?

We’re still in arbitration with the premier league so they can’t touch us for that and we cleared psr for last season so can’t impose an embargo on us. Am I missing something?

I don't think it depends on what league you're in, it depends on what your club badge looks like.

Unfortunately I think you're right. Swindon got relegated years ago while spurs got away with similar a few years before.

As bad as the PSR is the clubs must have voted for it so shouldn't complain when it bites their arses.

EFL had a transfer embargo on us before we were promoted, people are working on the assumption they won't lift that, and also that we failed PSR 20-23 period but PL didn't have jurisdiction because we were an EFL club. on that basis, the EFL can argue they have the right to enact punishment however this whole thing has shown there's huge holes in the laws. In reality I suspect the EFL will try to go for us and we'll end up in a protracted legal battle over it.

Well that's a daft assumption, if that's the case. The transfer embargo was imposed because the EFL suspected we might breach for 2021-24, but we've just been cleared for that period so that justification no longer exists. They can't impose a transfer embargo for no reason.

They might seek to go after us for the 20-23 period but it's very unclear whether they'll be able to do so. Any attempt by them to punish us for that period would, you imagine, be rigorously challenged by our lawyers.

No you're not. The assumption that we're going to get hammered by the EFL is more emotional than rational. If the PL fails in its appeal re: 2020-23 (which it sounds like they will), then it's possible that the EFL might try to pursue us for that, but it's not clear whether they'll be able to. They can't get us for 2021-24 because we've passed that, as you say. So as things stand they can't go after us for anything, which means the prospect of an immediate points deduction and/or transfer embargo when we get relegated is far less likely than some people seem to believe.

Granted they did an embargo last time without proof of any breach, I can see another one done because of emotions, but I dont think we will actually be charged with anything.

Surely PSR now needs to feck off

The Saudis don't have restrictions and can spend what they like, just had cuffs the premier league

The problem with PSR for me is that it only seems to affect the little guys.. Man City have spent over a 100 million in this window already !!

That’s by design. The whole thing was a desperate attempt to placate the clubs that would be tempted by a Super League.
