Deliberate handballs are usually obvious and referees should be able to determine if the player has deliberately handled it and give a penalty. Not often because a penalty is pretty much a goal and you'd get sent off, so it's not worth it. Change the punishment and players would probably be more tempted to do it because an IDFK is a better option as a defender than a guaranteed goal.
