The fact he is leaving isn't speculation there are direct quotes from him. Such as: 

"The situation with me is that I made it clear to [coach] Dieter Hecking after we were knocked out of Euro 2016 in the semi-final that I would like to leave Wolfsburg."

It is speculation that he will join Arsenal, he was always touted as a target of theirs and now Sky Germany (and Bild) have said he prefers Arsenal:

Hmm, sorry. I hadn't noticed his odds swing, it is a little concerning though, with no new public information. They could be basing it off that Le Butteur(?) Algerian paper who has now changed its "insider source" story on Mahrez for the third time in a few days to say he will now leave. Almost like they are looking for clicks.

The same information is going around and around in circles... the Mahrez stuff is all over bbc gossip stuff again today and repeated by loads of UK press who missed it yesterday. It will then get repeated back in France and Algeria stating uk souces, then the uk press will repeat the french and algerian papers.

Arsenal now 9/4 on 10bet. I used to be a bookie it takes hardly any cash to swing the odds on transfers, as bookies are paranoid about getting done over. Sky Bet wouldn't lay any more than £100 per bet without referring it, probably less than £2k total staked to move the sky bet odds into 4/9 IMO
