Norway have won a WWC and have mostly been top 4 in its history, but for some reason this particular team isn't rated.

Their best player Ada Hegerberg, who won the Ballon D’Or in 2018 (good old Wikipedia) refuses to play in the tournament as part of her protest about how the Norwegian FA treat the women’s team.
