I reckon one loan. 
 

Despite everybody’s whinging, it’s not in our interest to be going mad during this window. For PSR reasons, we can’t really afford to be paying the sort of fees you’d need to secure players who are better than who we already have, especially factoring in the Jan window price premium

Well at least it still sounds like Ruud is expecting some signings…

 

Close to signings?

“We’re in the middle of the process. It’s clear where we want to strengthen. We’re working on that day and night. I feel a strong responsibility to get the right players in. It’s a delicate process. It takes time. It requires a lot of effort and work to bring in the right players.”
 

What do you want in window?

“We’ve been creating a style of play and players who fit into that are the profiles who can get us to better results. Those are the profiles we have been talking about with recruitment and the people responsible for signing these players. It started in December and hopefully we can present something soon.”

Any think Ruud only turned up on the 29th of November, didn't manage he's first game until the 3rd, probably need a couple of weeks to assess the squad.

 

So they club probably didn't know what he want to late December.

 

I'm not surprised we are slow of the mark.

A. Piss our current players off by saying we are signing their replacements.

B. Tell the media which players we want, as that would just disappoint fans if/when we don't actually sign them.

C. Say what positions we want to sign as that then can show we are desperate and the selling clubs could hike prices up.

Nothing will change unless it starts from the very top, and they knock the holiday camp down and re-instate the golf course, we are just in a complete mess.. Really sad

He said that even though any money we spend this window won't affect the 2021-24 period's accounts, it might look like we're taking the piss a bit if we splash the cash while under consideration for a PSR charge and could potentially swing the decision against us.

It be a bit of weird approach to go down that route. Even if the PL were to use it as example for arguing a harsher punishment, the clubs summer window could be used and in addition would be a passing note in any consideration, 

 

It also gives an indication of guilt (if we were to challenge the decision). If we proceed to buy players immediately after the decision whether that be positive or negative, it puts the “defence” to bed immediately. 
 

If we choose not to in case of a negative decision, we risk the club future and status. If we challenged, and then proceeded to spend, what’s the point. 
 

I don’t know if it’s the right approach and certainly not one I’d think was sensible. It just looks like a wait and see and then what.

Surely the rules are black and white though? Either we've breached again or we haven't.

Independent committees and all that. 

From how the last few hearings have been it comes down to interpretation of the wording and if that is how it's written
