I saw a situation once where the ball was going out for a goal kick and a sub for the defending team who was warming up stuck his foot out and stopped the ball going out. Ref gave a pen. I'm not sure what you do with a ball boy though, he's not a member of the squad.

I'd imagine in the Premier league they'd do a drop ball with a gentleman's agreement the the wronged team could tap it in. 

 

And Guardiola would whinge like **** about it.

It's happened before, technically the ref can't give a goal but you'd hope they'd do a make up goal. Really though it is no different to Suarez at the World Cup, cheating to stop a guaranteed goal should be rewarded with a goal not a penalty.

Suarez one is totally different in that he knew the rules and what the punishment would be, lets be honest the vast majority of us would do it to see our team into a world cup semi final.

 

A ball boy stopping a ball going in is a freak external possibility.
