Blatter himself does not vote (unless there is a tie) but I think it is fair to say that he "influences" voting patterns. I imagine that they overlooked the technical report because they were dazzled by the bribes from the Qatar bid!

The FA have their snouts in the trough as much as anyone else. Each association gets over £1M just for taking part (2010 figures) and you can bet it will be much higher in 2022. It would be financially suicidal for an association to boycott it, especially one acting alone. You can bet that an association which did so would be suspended from the next tournament(s), thus hitting them even harder. Unless you could get the big boys - Spain, England, France, Germany, Italy, Brazil, Argentina to act together, there is no chance. It seems when it comes to money in football, no one has any principles...

If he's getting a massive banckhander how is it going to affect where it's held? Seems much more likely that a lot of other people were paid off. I don't particularly like the guy but it seems like this controversy in particular is bigger than him.

Any leader with an ounce of moral fibre would resign in shame and protest if such a colossal fvck up was made on his watch.
