The accounts last submitted to the premier league (on 1st March as per their rules) would have been the last accounts we released at year end. Which were the ones we made the huge profit in. They aren't due to receive the next accounts, where we didn't make as much money until March next year. We have to provide projections, but that's all they are projections. It doesn't stop you working around issues during the season. You can also elect to be assessed on a three yearly basis, rather than a yearly basis. If the club have done that, if gives you a far bigger window to make up any short term short falls. Plus, the huge profits made during the champions league can be weighed against for 3 seasons, rather than just one. The club will have a budget they want to stick to and yes they will need to shift on some players to stick to it. But if things were that bad, we would not be buying reserve keepers for £12m. 1

We have a highly paid squad and some absolute duds on good wages. The club is still a business at the end of the day and we have to balance the books as every other business does.

But you're wrong. For Short Term Cost Control you can't be assessed three-yearly, aside from you can use profit from three-year player trading profit to pay for wages which we likely don't have. It's done on contract years so its 7m+revenue for this coming season. The Champions League and uplift from the title win have gone, we can't use that as uplift now. This season won't be assessed until March 2020.
