It doesn't say a lot about the non first team players when he'd rather have no one there than a development player. If injuries are that much of a concern he had the option of giving someone their debut on 75 mins if they were three goals up and put less strain and risk on the first team squad., Attention seeking and poor management for me, there is nothing to lose by putting a random player as 7th substitute.

I am trying to imagine how Burnley handles that, the group stage, and the league season, with their relatively thin squad and budget.
