He needs to get realistic. Its an opening gambit, so I doubt he expects anything like it. Also I don't think Russia wants a deal with 200k Nato troops in Ukraine. That said, we had way more than 10% our troops stationed in Germany not that long ago.

Presumably this likely means that families of victims miss the perpetrator of the crime admitting their guilt because they probably doesn’t attend second hearings. That surely can’t be a major reason ??
