It isn’t, the law is if you are ahead of the second-last opponent, it’s just very rare one of the two opponents isn’t the keeper. It wasn’t here, the keeper was ahead of Riis, only one defender in front of Riis and no other opponents, so it’s offside.

No good playing Riis up top on his own when he hasn't got the quality to hold a ball up. Losing it every time and acting as a extra centre back for Luton

Think he was the only one behind him, the keeper stepped in front, have to have two men behind the ball, keeper can be included

To be fair VAR would have confirmed a goal as keepers legs were in fact playing Riis on. Difficult for linesman to see though.
