They're paid minimum wage or thereabouts and are briefed to give information, help with seats, communicate emergencies etc. They're not security, why should they risk their safety? And even if they were security, marching into large groups and telling them to pipe down isn't something you do generally as you can just end up causing more trouble.

You get issued with a Hat with Top on in the gallery, decent, gonna get myself in there, big fan of KP Top.
