Man City have the best squad ever assembled really. They just lack that world class 9. They could field a 2nd team and be within the top clubs in the world. 

 

Liverpool have that great 11, team ethic and work rate. I think they struggle with depth past the 16 / 17 players. Injuries past that and they drop off.
