He's just not giving fouls for marginal, soft contact. He's waved for the France players to get up a few times as well. 

 

 

Think the Kane one would have been given if it was clearly in the box. Its not necessarily that they didn't think it was a foul, it's just VAR won't give a free kick will it? 

I dont know, England have been hard done by by the ref, far far more than France. The Kane goal was definitely a foul but as others have said VAR is there for penalty decisions rather than free kicks if its outside the box.
