Looks like as per earlier post the legal issue is the work permit.

You'd think given this has been on the cards almost three weeks, they'd know what paperwork needs filing.

Why is EVERYTHING with this club very complicated? Meanwhile, Forest is over there with active FFP charges signing players like they’re trying to field an additional PL squad.
