Neighbours dog howling nonstop for hours - what do?

I live in a block of flats that have crap sound proofing to say the least.   The flat above me, he leaves his dog alone from about 9am to 6pm and all it does is howl its arse off for the whole 9 hours.  There is not even a break for 1 minute.  It is literally constant howling and crying.   I work from home (computer)  and can't concentrate with the noise. 

 

The guy is a chav and has been warned before and it stopped for 4 months, but now he lets his dog stay there again (I think its his ex girlfriends who lives elsewhere).  Last time I was sick on how slow the housing association dealt with him, it took literally 2 months of me keeping a log sheet and another month before he was warned.   It got so bad that I had to buy a laptop for 300 quid and go to the public library to do my work.

 

 I want to take it a step further.  Is there anything I can do?

 

The guy damn well knows its annoying me.  Maybe I can get revenge like leaving a stereo on loud whilst I go and stay at my parents for a few days?  Fight fire with fire as they say.

Post a boa constrictor through the letterbox and let nature take its course

 

Or phone as many authorities as you can think of asap: RSPCA, police, housing association, council. You shouldn't have to put up with it

 

Luckily I've never had to put up with particularly noisy neighbours, but the last place I lived was joined to someone who seemingly chain-smoked dope all day long. God knows how he afforded it, but the stench seeped through the walls a treat. Didn't have to put up with him for too long

Environmental health are useless! I once had a neighbour in the flat above, who played music constantly and at times would get so drunk she would smash her flat to bits. She was the sort who you couldn't have a reasonable discussion with. Anyway, one night I accidentally knocked the light fitting off the ceiling, whilst taking off my jumper, so I thought bollocks to it, next time she plays music I'm calling the police claiming its that loud and noisey she's caused to to fall of the ceiling. Well she did and I rang the police. Worked a treat and she was caught with drugs. Result.

 

Moral of the story, make up lies..

Had the same problem once, after being patient for some time I polity went round asking them if they could get something sorted out to be only to be told "f u c k off!", yet i didn't tell them to "f u c k off" when they came round looking for a tape measure.

Years ago we lived above idiots who played music till 4am most nights and i was up for work at 6.

 

In the end i turned the speakers face down and put on metallica with lots of bass at 7am and timed it for a few hours on repeat.  They never complained once but didn't play music loud either!!!!

 

Problem is you don't want to start causing trouble with neighbours as he sounds like a bit of a d1ck anyway.

Should try living with degenerate "housemates" who would bring their degenerate mates round to camp in the front room (just outside my bedroom door), playing music until 6am. Even the night before my exams as well, only lost it once. Funny how all those people have dropped out of uni but it's a mystery how I did well in that year when I had to put up with so much shit.

I had that problem aswell, we even reported it to the police. Even so it continued on for months, then once when we we're on holiday. Are other neighbours told us that the music was that loud you could hear it down the bottom the street, cause of that they phoned police and according to them an whole squad van turned up. The music stopped after that.

Locking his dog up from 9-6 every day seems like cruelty to me. I'd contact RSPCA if it were me. 

That's the first route I would take. The other option is the Environmental Health Officer at your local council. It is quite possible he or she would put in a recording device, though more than likely they would visit your home to hear it for themselves. An injunction could then be sought. If it persists following that, he could then lose the dog, and also incur a hefty fine.

 

When I was a Police Community Support Officer, I often had to attend such problems as noise, and speak to the offending party. This is a third option for you.

 

There are also anti social behaviour officers, who work alongside the police, who should be able to sort it out,.

Make friends with the neighbor, then have sexual relations with him, move in with him, then train the dog not to bark. Loads of places you can take a mutt for obedience training now if its a really pesky pooch. Alternatively, bludgeon the pair of them to death. Definitely one or the other for me.
