I think the term leeway is a dangerous term to use and you can't rely on it. 

The drink driving limit is 35mg and the general consensus is you'll be let off if you breath less than 39mg.

Many have been let off with readings of 38mg ... but many have been fined and banned for readings of 36mg.

The deadline was 01:00:00 and we made the transfer on 01:00:14, so it didn't meet the deadline, it's as simple as that. 

 

As an aside - In cases when time is rounded for ease of display, e.g. A goal score on 15:01 would mean the goal was scored in the 16th minute, displaying 16'.

Come on Rodney you're like a angry traffic warden "rules is rules".The point people are trying to make is are we at fault for the delay and if we are then 14 seconds is a low enough amount to give us some leeway

The deadline was 23:00:00 (actually it was 01:00:00), but it we registered him 14 seconds after the deadline. Deadlines don't work in minutes, a deadline is a deadline, we didn't meet it.
