The deadline is about registering the player to a club, the work permit has no time constraints. 

Where applicable, a club’s application to register a player has to be accompanied by evidence to allow the League to demonstrate that the player may take up employment in the UK.

The League will not confirm the player is eligible to play for the club applying to register him until it has received such evidence. (Rule U.13) 

Players with passports from outside the European Union and the European Economic Area need permission to work in the UK.

A club need to have applied for a permit prior to the window closing.

The UK Home Office has a points-based system based on which clubs must apply to The FA for a "Governing Body Endorsement" for such players. (See p563 of the Premier League Handbook (Download PDF; 46.1MB))

 

 

 

Marlon is a former Brazil Under-20 international and joined Barcelona from Fluminense in 2016. He has played just twice in La Liga for the Catalans, but impressed during a loan spell at Nice last season.

Newcastle are having issues with the defender’s work permit, however, and will spend deadline day appealing to the Football Association that they should grant Marlon a temporary visa to join on a season-long loan deal, given that a £1.5m fee has been agreed with Barcelona.

Funny how this guy has been available all summer, and it comes down to the last day and hours to confirm the deal. 

 

It happens every year though, so must be part of a negotiating strategy or waiting for a domino effect of sales going through.

I assume the club are waiting for the home office to give a response of some kind before announcing. I imagine they give an initial assessment (which isn’t binding but unlikely to be wrong ) followed by granting of permit within a few days (maybe sooner).
