Effectively it's just time wasting. If the goalkeeper was just stalling the kick then the ref would book him for time wasting, if he kept doing he'd get a second yellow. If the goalkeeper is refusing to get in position you send him off, then do the same for any replacement keeper.

I'm split on it. 

 

On one hand, Senegal came very close to being utterly shafted. Their goal should have stood and that wasn't a penalty. The only reason it even went to VAR was because the player was kicking off and I like how they made a stand against it. 

 

But....

 

It is also a dangerous precedent to set. A decision goes against you, just throw a temper tantrum and get your way. 

 

Ultimately, the right team won but there is an asterisk beside it for me.

its actually 6 countries as one game will be played in Uruguay, Argentina and Paraguay as well to mark the 100 year anniversary.

It doesn't do any favours for African football with this sort of stuff. Coaching staff everywhere, reserve keeper allowed to stand behind the goal all game is bad enough. To then have him scrapping with the ball boys and players with no reprecussions is insane. 

When they stormed off it should have been yellow cards all round and a red card for the manager at least. It didn't help the claim he had been bought with that, as you really couldn't rule it out from previous experience.

FIFA will do the square root of sod all about it too. I have seen more maturity at  under 15s Sunday league games. 

EDIT: I went back to watch the highlights and honestly, I think the ref made the right calls on the controvertial parts. The Senegal goal he has his arms up and the defender will be looking to go down to stop the play. He goes down easy, but I feel it's the right call. For the pen, the senegal defender pulls him from his collar and any attacker will go down in that situation.

The reason the reserve keeper for Senegal was anywhere near the pitch was because Morocco players, ballboys and staff nicked the opposition keeper's towel in both the Nigeria semi and during the final.

 

There is footage of Hakimi taking a towel and throwing it into the crowd. How that wasn't an instant red shows either corruption or incompetence

I don't really understand (or, I do and I'm being facetious) how the ref hasn't sent all of those people from the touchline. Absolutely ridiculous scenes.

If the Moroccan officials/stewards/ball boys and players didn't keep stealing the keepers towel, they wouldn't had to have the reserve keeper stand guard. 

 

Also, if those two instances are fouls then there should be 7/8 fouls each way for every single corner in every single game in every single country every week. Every single player pushes, pulls and holds in the box for set plays. Every one.
