It would be pretty unprofessional for AC Milan to make an approach for a non-EU footballer on deadline day if they can't get the necessary paperwork done in time. 

 

It seems more likely that this is just rumour mongers trying to make deadline day more exciting. This won't be a deal Milan have just pulled out their arse this morning.
