Just to make the point that being relegated to avoid a six point deduction in the PL last season makes no sense. 
 

You stay up and you hope to avoid relegation with that deduction - (like Everton did)

I would suggest that we’ve been looking into all those rules for some time when it looked like we might go down. I said last season that was possible due to the accounting period move and a few other bits.

As I understand it then, it was written in the premier league  rules somewhere that you have to be a premier club when you submit your financial results for the rules to apply and because we ceased to be in the league officially at the point we submitted our results, we have got away with it?
