It’s a penalty every day of the week, the keeper has dived in, not made contact with the ball and made contact with the player. Anywhere else on the pitch it’s a foul, I’ve never in all my years watching football seen that not given.

I think this is the crux of it.  That sort of thing gets you a penalty in the Premier League and CL all day long, but the keeper doesn't bring him down, even with a touch.  Kane goes down because he wants to go down, not because the keeper has impeded him.
