If the keeper doesn’t touch him, would he have ended up on the floor ?

he was already falling so the answer is yes 

he didn’t need to fall like that - he could have taken the contact more upright

Despite taking the piss a bit I think Rooney comes across pretty well generally with his insight from any time I've seen him do punditry/analysis.  I can see why he's been given the chance at management despite it not having gone too well.

His foot scraps the floor, and he was falling already.. it wasn’t a dive no peno, no card.. right decision

I’m not checking back to see if anyone mentioned it but the full back pushing madueke in the face is a foul based on what we’ve seen in this tournament 

VAR ruled out a Congo goal for that very offence

It was a pen for me. Ref's call was understandable from his angle, but VAR had the angle that showed the contact from the left glove that sent Kane's left foot into his right.
