It is and it isn't. Swap deals are very rare, hardly ever happen and get complex. Plus Spurs now have £50m burning a hole in their pocket.

The concern was they would try and use Iheancho to maximise what they were getting for Walker i.e. 30-40m cash plus the player.

True, but if the Iheanacho deal is being held up by red tape, there's no way City will wait for it to be sorted if everything is ready to go with Walker. Swap deals really aren't worth the hassle. Too many variables. If Spurs want him, they'll go for him in a separate deal. I don't think that will happen though.
