something seriously wrong at the club on closing deals, so many missed players in past 2 seasons, and we had nearly 2 months to sign Silva in the window yet that isnt enough time for us.

Not sure they are saying the name was not on our documentation. More that his name wasn't on the final list of released transfers (the FA confirms all the transfers that have taken place and his name wasn't on it)

European transfers aren't quite as simple as English club to club transfers, there are extra parties involved, like the Portuguese FA for one, so it can take longer to confirm a transfer.

 

Drinkwater to Chelsea, although conducted at the same time, only involved the English FA, with a notification email going to UEFA, it was a lot simpler process.

 

Following on from that, we wouldn't be able to officially announce a signing until everyone involved has confirmed their acceptance of the deal.

 

This sort of delay isn't at all out of the ordinary.

To be fair we couldn't sign him until Drinkwater had left so we didn't have 2 months.

Errr because we only wanted him if we lost a player, you don't stock pile players on the off chance.
