European transfers aren't quite as simple as English club to club transfers, there are extra parties involved, like the Portuguese FA for one, so it can take longer to confirm a transfer. Drinkwater to Chelsea, although conducted at the same time, only involved the English FA, with a notification email going to UEFA, it was a lot simpler process. Following on from that, we wouldn't be able to officially announce a signing until everyone involved has confirmed their acceptance of the deal. This sort of delay isn't at all out of the ordinary. Everyone chill!
