Alli clearly has his arm up, the ball clearly hits that arm... I don’t see how it can be anything other than a penalty. At the World Cup I remember this given often

if they’re actually making the effort to stop the game and analyse it under a microscope, it’s a handball, even a blind man could see that, plus it stopped the ball going to the Everton player behind.
