It's not even VAR, its our usage of it.

VAR isn’t being used right, every time someone has there arm in an unnatural position and it hits that arm, then it is a penalty, we saw this at the World Cup.

Alli clearly has his arm up, the ball clearly hits that arm... I don’t see how it can be anything other than a penalty. At the World Cup I remember this given often
